of a despatch with enclosures from H.M.0onsul-General at
Canton forwarding copies of the correspondence which has
passed between himself and the Chinese authorities relat-
ive to the adoption of effective measures for the $10-
pression of piracy on the inland waters,
The question has continued to receive constant
attention since the date of my last despatch on the
subject, but great difficulty has been experienced both
hole and at Canton in inducing the chinese authorities
to accept any scheme which involven a sufficient measure
of foreign control to inspire confidence in ita suocess,
